alternate punishments need to be established that will be fair and still prevent hazardous driving. Using fines to gain money is not a just way for governments to gain money. Studies show that, “New York brings in excess of $350 million annually” (Carroll 9). This is a very large sum of money that should not have been in the government’s hands. Alternate punishments need to be established that will teach drivers the necessity of safe driving.
