Earlier in the essay, the question whether there would have been a war without Hitler was asked and as we have seen a war may have happened due to the economic problems Germany faced, however if we were to ask the question whether there would have been a war without Germany then the answer is no. Consequently, even though Germany cannot take the full blame, it can take most of the blame.
