When the former Yugoslavia began to fall apart, international organization, many associated directly with the UN, helped the refuges and attempted to stabilize the region, and it is the ICJ that is deciding the fate of Slobodan Milosevic. There are still a great number of border disputes, but at least there are emerging the tools by which these problems may be peacefully resolved.
