If you make it mandatory for all people that are arrested and committed of drug related crimes to go into a counseling program afterwards, that takes care of those people who are heavy users and arenÕt afraid of getting caught. By combining these to views, society can a make a compromise that will set an example for those who wish to commit a crime in the future.
