the Federal Government to be in control of areas that are important on a global level. An example of this is the Government’s need to be able to easily conform to environmental treaties such as Kyoto (CO2 reduction) agreement. The Federal Government must also recognise that the state Governments are better equipped to deal with local issues because they are able to focus on areas that are important to local social and economic needs.
